Which would you suggest?
- Make do with the lag and edit with proxies. Lots of patience required.
- Get a better graphics card and save for a newer computer one day. $$$$
- Downgrade back to Windows 7 (which works much smoother for some reason), use the best antivirus I can find and cross my fingers it will be enough protection without MS support.
I have cleared all the media cache files for Adobe, set playback resolution to 1/8, closed all extra docks, only open one program at a time, disabled Runtime broker, Defragged + cleaned drives, etc.
The footage I'm using is super low quality and small in size. A black screen and "Media pending" in playback. The program freezes so often and I have to force the program to close.

I am looking at upgrading a PC that was build for me about 3 years ago. Recently I have gotten back into console gaming and would like to upgrade my PC to be able to easily handle streaming, edit videos using Sony Vegas to upload to YouTube and dabble in some PC gaming (Apex, CS:GO, PUBG). Also looking to upgrade just to try my hand at building and because I have the extra cash to do so right now. With that being said, I am not looking to change from my current CoolerMaster N200 case because I am active duty military and move frequently. I'll be leaving my current location in 10 months and this size case seems great for transporting. That limits my build to Micro ATX and it doesn't have to be flashy inside because the case has no tempered glass.
What is your maximum budget before rebates/shipping/taxes?
Aiming for about $1600 USD. All parts must be ordered from Amazon as it is the easiest to deal with getting shipped to my APO address. The parts I have picked so far all have Prime so free shipping and will take about 7-10 days to reach me.
When do you plan on building/buying the PC? Note: beyond a week or two from today means any build you receive will be out of date when you want to buy.
I have these parts sitting in my Amazon cart and just want some affirmation before ordering. Already jumped on ordering my GPU a few days ago because I realized it was getting harder and harder to find and Amazon only had one left. Ordered a GTX 1080 Gaming X 8G from MSI. Cost me $869.99, so that gets factored into the $1600.
What, exactly, do you need included in the budget? (ToweOS/monitokeyboard/mouse/etc)
CPU, CPU cooler, mobo, and memory are the main interests right now. Hopefully don't need to replace my PSU but will if the one below seems inadequate.

Kind of already answered this one but I am active duty stationed in South Korea so the easiest option for me is using Amazon Prime. It ships pretty quickly to my APO box here and I have a Prime membership so do not pay for shipping.

CPU Cooler: Don't know much other than it's CoolerMaster and looks a bit cheap (Noctura NH-D14)
Motherboard: Gigabyte GA-78LMT-USB3 (MSI Z370M MORTAR)
Memory: Just know the brand, Hyper X, and that it's 8 GB (Corsair Vengeance LPX 16 GB)
Storage: Samsung 120GB SSD and 1TB WD WD10EZEX (May be good on storage for now but I understand getting into video editing will eat space fast so maybe another big hard drive. M.2 for OS and critical software??)

Will you be overclocking? If yes, are you interested in overclocking right away, or down the line? CPU and/or GPU?
I do not have the experience or knowledge to want to OC right now. Maybe later down the road which is why I'm fine getting the i7-8700k and the GPU I have picked so maybe in a future build (that isn't MATX and is easier to find a mobo that supports OC) I'll look into it.
Are there any specific features or items you want/need in the build? (ex: SSD, large amount of storage or a RAID setup, CUDA or OpenCL support, etc)
Don't believe I have anything to add here other than I plan on also ordering an Elgato HD60 Pro from Amazon with the hardware.
Do you have any specific case preferences (Size like ITX/microATX/mid-towefull-tower, styles, colors, window or not, LED lighting, etc), or a particular color theme preference for the components?
