Unable to play any videos in browser and locally. Video players freeze trying to play anything. Games do not start

I've been having issues with something in Windows that is affecting my graphics drivers. Specifically, I've noticed that both the Intel and Nvidia drivers file events in the event log that indicate that they have crashed or otherwise stopped working.
Specs from Dxdiag: OS: Windows 8.1 64-bit, 6.3 Build 9600 Manufacturer: Asus Model: Gaming Laptop Model G551JM.204 BIOS: G551JM.204 Processor: Intel Core i7-4710HQ @ 2.50 GHz (8 Cores) Memory: 8192MB RAM Page file: 3186MB used, 6168MB available DirectX Version: DirectX 11
Graphics Drivers: * Intel HD Graphics 4600, version 10.18.10.3574 (from Asus support site) * Nvidia GeForce GTX 860M, version 9.18.13.4752 (Nvidia Control Panel gives model number 347.52) (from Asus support site)
I also have a Logitech G430 headset.
Symptoms: I've had this laptop since pretty much New Year's 2015, and everything worked beautifully until April. From there, the Event Viewer starts throwing up a ton of Warnings with event ID 2001, 2002, and 2003, all of them related only to NvStreamSvc. It's the only Nvidia source in the event log. I also noticed a lot of igfxTray.exe errors with event ID 1000.
I eventually did a system restore to a point way back in March at the time, which fixed all that and eliminated all the errors. Then (I'm assuming a Windows update occurred) on June 1st NvStreamSvc begins logging similar warnings as before and it's been doing so ever since.
I have tried fully uninstalling both drivers and reinstalling drivers listed on Asus' support site, but to no avail. I get temporary (a few hours) alleviation and then things begin breaking again.
Browsers: In any browser, whether that is IE 11, Firefox 39, or Chrome, I cannot play most videos (I don't know why a very select few work, but it seems to be videos of lower quality), including YouTube. The frame will load properly and the video will buffer, but the video never actually begins playing, and moving the slider doesn't change anything.
In IE, the buffering circle never goes away, in Firefox, it will disappear and display the very first frame of the video, and in Chrome, Chrome shrieks and begins smashing its embedded Flash plugin on the table on pretty much any website that remotely requires Flash. Either that, or the webpage just doesn't load and Chrome recommends I kill it. I also have no Flash in Firefox, since Flash in Firefox also decides to join Chrome Flash in getting head-desked.
HTML5 videos don't play either. Gifv and webm videos (i.e. Imgur) are fine with this driver.
Local Videos: I have Sony Media Go (yeah, yeah, I know) and trying to play just about anything in there, whether it's music, a video, or a podcast, freezes it. VLC does the same thing that the browsers do - it says it's playing the video but it's not. It just displays a grey screen and the progress slider does nothing. In all of these cases, there is no audio either. Apparently Windows Media Player decided to quit as soon as it walked in (I only recently started using it for testing purposes) and I closed it after that one time (it also refused to play music, but didn't freeze). It never displays after that.
Games: I can play Minecraft just fine. I can sign into Origin, but I can't get the window to display, so I can't start any games from there. Steam also doesn't display its window, nor does it even show up in the notification area.
Trying to run a 3DMark 11 test puts the test right at its loading screen. It never loads, it just goes into Not Responding. I can't get games like Skyrim or Dragon Age to start from their Program Files .exes; they don't even show up in the Task Manager. Nvidia GeForce Experience is fine, though, and none of my graphics cards' properties/control panels are giving any errors. Dxdiag also indicates no errors anywhere.
Misc: I haven't been very observant recently, so I'm not sure if this is normal behaviour, but closing any programs doesn't eliminate them from Task Manager; they just sit in background applications.
Also, closing Firefox makes it pop up one of those "Submit Crash Report" windows that says Firefox crashed. Those issues I was having with music playback? It actually works fine right up until I try watching a video, especially a YouTube or Facebook one, and then it starts freezing up or not playing.
Also, Soundcloud doesn't play either, though it does buffer. I have a two-monitor setup (not sure if that changes anything) and very, very occasionally Windows will give me a message about the Intel graphics driver crashing and having successfully restarted. I'll also notice this as a brief flicker when I go from screensaver to desktop.
More notably, if I start up Steam and Origin (and all the other stuff besides playing videos, which still kills everything) before anything else, I can play one - just one - game absolutely fine. Once I close it and try switching to another game, however, that other game won't load/open, and then neither will the first one I just closed.
No BSODs or anything like that, though.
Steps already taken: If anyone knows of the Wagnard tools (on the Nvidia forums), I have used those, in safe mode, to take out the graphics drivers. They were also reinstalled in safe mode. I already did a system restore some time ago, which gave temporary relief. Since it was so long ago, I can only speculate that it was a Windows update that caused everything to fail again, seeing as the problems are so widespread and affect old and new drivers alike.
I feel like this has something to do with Windows 8.1 updates, since I had a period of twelve days in which I was fine after a system restore, only to have things go weird after another update. I'm probably the only person with this issue, since I've tried researching up and down Asus and Nvidia forums with nobody else with the issue.
At this point I'm not exactly looking forward to performing another system restore, since I'd have to go way back to February/March, and I'm not even sure if I have a point from back then anymore. Scorched-earth seems like the only way out now, but if anyone has any suggestions, I'm willing to skip the doomsday scenario.
If I need to put up any other installed software that might be conflicting, let me know. I don't have any overclocking software (that I know of). Never updated or fiddled with my BIOS, either (it's the same as listed on Asus' support site). If it might make a difference, I have Kaspersky PURE 3.0 installed.
